The US Environmental Protection Agency (EPA) submitted its proposal on 2019 Renewable Fuel Standard (RFS) blending obligations to the White House on 11 May.
The White House Office of Management and Budget (OMB) represented the last step in the process of setting renewable volume obligations (RVOs) before the launch of a public comment period, Biodiesel Magazine wrote on 14 May.
The 2019 rule proposal includes obligations for cellulosic biofuel, advanced biofuel and total renewable fuels, alongside an RVO proposal for biomass-based diesel for 2020. The biomass-based diesel RVO for 2019 was set last year.
The OMB said the comment period was expected to begin in June, with a final ruling scheduled for December.
According to federal statute, RVOs for cellulosic biofuel, advanced biofuel and total renewable fuels should be finalised by 30 November of the year prior to which the obligations apply, while mandates for biomass-based diesel must be set 14 months beforehand.
