The European Biodiesel Board (EBB) has launched a Renewable Energy Directive (RED III) implementation monitoring tool in the 27 EU member states.
Key elements of importance to hydrotreated vegetable oil (HVO) and fatty acid methyl ester (FAME) producers in Europe could be tracked via the tool, the EBB said on 13 January.
Member states had until May 2025 to transpose the latest amendment to the RED III, but only two countries had done so by the deadline (or at least had transposed the transport-related part of the legislation), and as of October 2025, the large majority had not transposed the legislation, the organisation said.
“Some are imminent, but for others we already know that the final transposition text can only be realistically expected in 2027,” the EBB said.
“While this is extremely disruptive in terms of investment planning, it is also a clear signal of how complex this key piece of EU legislation is.”
The EBB said its analysis focused on how member states transposed the “overall architecture” of RED III: targets, sub targets, scope, caps and incentive mechanisms.
As the document was restricted to information available at a given date, it was incomplete at the time of the report and subject to change, the EBB said.
“RED III is the engine of Europe’s renewable future and remains critical for the biodiesel sector. The overview of Member States’ transposition of RED III is effectively a compliance map to keep track of the rules in different EU countries,” said Domenico Mininni, EBB Policy Director.
The EBB represents producers using all biodiesel feedstocks: food/feed crops, waste, residues and other biogenic materials.
